MANILA, Philippines — Several areas in Mindanao will see overcast skies and rains on Thursday due to the intertropical convergence zone (ITCZ), the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said.
In a morning forecast, state weather specialist Chenel Dominguez said Caraga, Davao Region, Camiguin, Misamis Oriental and Bukidnon will experience cloudy skies with scattered rains and thunderstorms due to the ITCZ.

Dominguez also said the easterlies will trigger cloudy skies with scattered rains and thunderstorms in Visayas, Bicol Region and Romblon.
Article continues after this advertisementOn the other hand, Metro Manila and the rest of the country will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms also due to the easterlies.

The shear line will likewise bring cloudy skies with scattered rains and isolated thunderstorms in Batanes and Babuyan Islands in Northern Luzon.

The benchmark Nikkei 225 was down 3.06 percent, or 1,184.63 points, at 37,501.68 in early trade, while the broader Topix index was down 2.79 percent, or 76.21 points, at 2,657.06.
Major US indices spent the entire day in the red, with the Nasdaq finishing down more than three percent following lackluster manufacturing data.
(The axis of the shear line, where warm and cold air meet, has shifted. Currently, it is affecting extreme Northern Luzon.)
Pagasa warned the public of possible flash floods or landslides in affected areas due to moderate to heavy rains.

Despite the weather disturbances, Pagasa said the low-pressure area (LPA) being monitored remains outside the Philippine area of responsibility (PAR) and it has a low chance of developing into a tropical cyclone.
“Sa ngayon, meron tayong low-pressure area dito sa labas ng ating Philippine Area of Responsibility. Ito ‘yung huling namataan sa layong 430 kilometers northwest ng Pag-asa Island,” Dominguez said.

“Mababa naman po yung tsansa na ito ay maging isang ganap na bagyo at wala rin itong direktang epekto sa anumang parte ng ating bansa,” she explained.
(The LPA’s chance of developing into a tropical cyclone is low, and it has no direct effect on any part of the country.)
Pagasa likewise raised a gale warning in the northern seaboard of Northern Luzon, affecting the coastal areas of Batanes.
Rough to very rough sea conditions are expected in these areas, with waves ranging from 2.8 to 4.5 meters.
“Pinapaalalahanan po natin ang mga kababayan po natin, lalo na po yung mga sasakyang maliit pandagat, na delikado po pumalaot para dito sa coastal waters ng Batanes,” Dominguez said.
